Home Energy Rebate Programs

Energy Trust works with the Oregon Department of Energy (ODOE) and Earth Advantage to implement the new Home Energy Rebate Programs (HOMES and HEAR). These are federally funded through the 2022 Inflation Reduction Act and designed to help homeowners afford major energy-efficiency upgrades.

  • Rebate coverage: These programs will cover 50–100% of project costs up to $10,000 or $14,000, depending on income level and project type.
  • Performance-based savings: Rebates increase for homes that achieve greater energy savings—typically 20% or more.
  • Program status: The U.S. Department of Energy (DOE) approved Oregon’s plan in 2024, and rebates are expected to be available in spring 2026.
  • Retroactive eligibility: Projects completed after August 16, 2022, may qualify retroactively once the program launches.

Regional implementation: Energy Trust and Earth Advantage will each manage programs in different Oregon utility territories to ensure smooth delivery and accessibility.
